According to sources close to Machinima, a YouTube channel made popular by user created videos from captured gameplay, the PS4 will not be allowing video and audio capture over HDMI out.
Previously users got around this by using the component cables on the PS3 which had the same issue. Also, according to the sources, the streaming functionality via the share button will only allow for Ustream and Twitch but not YouTube.
